PRESIDENT’S COMMENTS – 10/20/20 BOARD MEETINGS
(Executive and Regular Sessions)
Always check the website for the past meeting minutes. Meanwhile, here is a short summary of the regular meeting. The executive meeting took place earlier in the day, and basically dealt with contract and collection issues.

Limited Reopening of Lifestyle Center Gym Rolled Back
Around noon on the day of the meetings, the COVID-19 pandemic alert level in Riverside County was changed back to purple from red because of increased case and infection rates. The limited reopening of the Lifestyle Center (LSC) gym area that was initiated on 10/7/20 when the first alert was downgraded to red from purple had to be rolled back – thus, indoor LSC gym activities have been suspended again, effective at close of business on Wednesday, 10.21.20 . We understand that the new purple alert is expected to last for at least three weeks. Any further changes at the LSC or satellite pools because of the pandemic will be posted on the website and the phone app.

Fields 3 Lake Rebuild/Repair
This project is continuing and is close to on schedule, although there may be some minor delays before it is fully completed. The last phase is the landscaping and outdoor lighting. The lighting plan is on the website and includes low voltage tree lighting and the reinstallation of the floating lighted fountain. We hope to have an open house event or a video tour (on the website) when the project is complete so the whole community can see what has been done – we think that would be helpful to everyone in understanding what the future lake repair/rebuild projects might encompass. More on this as we get closer to completion.

Enhanced Professional Community Patrols and Security Cameras
We are in talks with Patrol Masters about enhancing their patrol schedule to include routine checking on rule compliance, activities at the satellite and LSC pools, and general security. This would be in addition to continuing their street parking patrols. Security issues, pool partying, speeding, and other related issues have become more of a concern to the community and our HOA is too large for the volunteer rules committee members to monitor regularly. We thank them for all their hard work, but need to give them some help at this point!
PPM staff are working with Spectrum (among other vendors) to see if access to WiFi can be made available at the satellite pools. This would allow us to install security cameras at these pools so we could have more cost-effective monitoring of these locations in the future.
We hope to have more information on these two possibilities at our November meeting.

2021 IPCCA and LSC Budgets
The 2021 budgets for the HOA and the LSC were approved and will be mailed out to all homeowners in late November. This will allow people time to review the budgets before the annual meeting next February.

I am very pleased to report that we will not raise either HOA or LSC dues next year. I believe we are in excellent financial shape, with sufficient operating funds to cover those type of expenses and reserves at or above recommended levels for both IPCCA and the LSC. We have worked hard to maintain this excellent level of funding so that we are able to do all we need to do to maintain and improve the community, while at the same time keeping dues as low as possible. With the economic hardships many have experienced during the pandemic, we felt it was especially important to keep dues steady in 2021. Thank you, Shelly, for all your hard work on the budgets! Inflation continues and we may have to raise dues in the future but we are good for 2021. One of the reasons we are able to do this is the additional new homes that have joined our HOA that Gallery Homes are building. Welcome, new residents!

As an aside to the budget discussion, I want you to know that we are keeping an eye on the level of dues delinquencies in the HOA during the pandemic. We have not yet seen any sign of increased problems in this regard – that is good news for all of us!

THE NEXT BOARD MEETING IS ON 11/17/20 – IT WAS MOVED UP ONE WEEK BECAUSE OF THE THANKSGIVING HOLIDAY. IT WILL BE AT 5:00 PM ON ZOOM – CHECK THE WEBSITE FOR DETAILS ON LOGGING IN.
