Welcome and Opening Remarks
Jack Brown provided an overview of how the concept of an Indian Palms Advisory Council came about. It began when a group of IP residents and board members responded to a 4/1/19 post on Nextdoor by resident Marne McCluskey suggesting representatives from each HOA meet to share ideas and act for the common good of Indian Palms. Responders met and created the initial vision of what this group might look like including recommending that it be under the umbrella of IPCC since all residents are part of this HOA. In 2021, the Board of IPCA approved the creation of the independent Indian Palms Advisory Council committee.

Introductions
Meeting participants introduced themselves, their organization and current concerns, and their expectations of IPAC. Current concerns include Biery Pond, traffic, broken gates, dead trees, short-term rentals, board membership changes, golf course maintenance and management, security, cleaning up after dogs, having positive interactions with the resort, security and property theft, and front gate security.

Rules of Engagement

IPAC Members & Participants
Participants discussed what organization representatives should be voting members and who can attend meetings. Concerns expressed included having a manageable size (not to big) and retaining the ability to invite others when appropriate (e.g. property managers, fire department, mayor).
Motion: Jerry Tack made the motion that the IPAC be comprised of voting members – one vote per entity (HOA, Resort). Non-voting attendees include IPCA Board Liaison and Facilitator/Scribe. Motioned seconded by Raul Cabada. After further discussion, motion carried unanimously.

Rules of Conduct
Participants discussed Rules of Conduct. All agreed we want to:

• Be positive, congenial and focused on good outcomes for the IP community,
• Consider all ideas as good ideas when brainstorming,
• Be on time to meetings,
• Silence cell phones, and
• Revise this list as necessary in future.

Creating Consensus for Recommendations
After discussion, participants unanimously agreed to follow Robert’s Rules of Order and that consensus will be reached when 75% of meeting participants agree. Many recommendations will require the IPAC representatives consult their HOA Board.

IPCA Update
Jack Brown, Rea Phillips, Jerry Tack and Samantha Abraham updated the group on the recent agreement between the Resort and IPCA. Meeting participants expressed approval of these positive actions.

Jack also updated the group on the current and ongoing efforts to improve security within the community.

Common Challenges and Issues
Building on the issues discussed during introductions, the following is a list of current challenges/issues:
Biery Pond, traffic, broken gates, dead trees, short-term rentals, board membership changes, standing water, golf course maintenance and management, security, cleaning up after dogs, having positive interactions with the resort, security and property theft, front gate security, derogatory IP discussions on Next Door, speed limit enforcement, more Goldenvoice events, and confusion by guests at gate about destination hotel/vacation home.

Participants prioritized the top challenges as follows:
Golf Course Maintenance
Security in General
Short-term rentals
Speed limit enforcement
Clarification of guest destination (Hotel, IP Intervals)

As the meeting was running late, it was decided to table discussion on these items until our next meeting.
